Important changes for shipments to Europe, Switzerland, Norway, Türkiye, and Northern Ireland – Coming Soon
ICS2 is the EU’s new platform for Safety & Security Declarations which will need to be declared for all movements – which transit via – or have a destination in Europe, Switzerland, Norway, Türkiye, and Northern Ireland.
ICS2 is entirely separate from any HMRC or TSS customs declarations currently being submitted and requires detailed information about the seller, buyer, and the goods being moved. This submission is based on the data that the shipper provides, it is therefore the responsibility of the shipper to provide complete and accurate data. Without the correct data being provided shipments will NOT be able to depart.
Mandatory Data for Each Shipment
- 6 to 8 digit Commodity Code
- This is the first 6 to 8 digits of the full commodity code.
- Details Goods Description
- ICS2 has a list of ‘stop words’ which will be rejected as they are not detailed enough on their own. For example, ‘jewellery’ would be rejected, but ‘ladies gold jewellery’ would be accepted.
- Gross Weight
- Number of Packages
- For example, the number of cartons or cases.

While commercial invoices are already required for consignments to Europe, Switzerland, Norway, and Türkiye, when ICS2 is in place, they will also be required for each consignment to Northern Ireland.
Additional transport-related fields are now required to complete the ICS2 declaration. These will be completed by the EU Gateway Depots within the Palletforce network.
Failure to comply with ICS2 requirements may result in shipments being held or delivery being delayed. To prevent any disruption, please ensure that all data submitted to Alliance is accurate, complete, and correctly uploaded. In accordance with the current procedures, consignments to Ireland and Northern Ireland should only be forwarded to the hub upon receipt of the IECC status within Alliance.
